The Birth of Nomad
After earning my Master of Management & Leadership in 2019, I wanted to teach more than my position at Tualatin Hills Park and Recreation District allowed. Motivated by this ambition, I began sharing my expertise more widely, helping friends and colleagues with training certifications, program development and evaluations, safety assessments, and community outreach.
Nomad Consulting, Training, and Safety Services LLC (NCTSS) was officially founded on June 1, 2022, marking our status as a licensed business and an official Licensed Training Provider for the American Red Cross. NCTSS offers instruction in First Aid, Basic Life Support, Lifeguarding, Water Safety Instructor courses, and instructor-level training.
By 2024, NCTSS had surpassed its growth goals, added three new instructors, and reached clients throughout the Pacific Northwest. Our services now extend across Oregon and Washington, regardless of distance, and our team features instructors in Tacoma, WA; Portland, OR; Salem, OR; Texas; and Nebraska.
In 2024 the American Red Cross Recognized NCTSS as a top national provider of First Responder Training.
Why "NOMAD"? After losing my job to furlough and layoff during the pandemic, I felt uncertain about my path forward. By embracing my identity as a nomad, I have made it my mission to provide outstanding support and training wherever needed. We will go anywhere and at any time to meet the needs of our clients and the communities they serve.
Where is NOMAD? While our roots are in the Pacific Northwest, we are committed to traveling anywhere our expertise can help build better programs and safer communities.

Background:
Jeff brings over three decades of aquatics experience working with the City of Tempe, AZ, the City of Casa Grande, AZ, Tualatin Hills Parks and Recreation, MAC, and Oak Hills Homeowner Association (OHHA). During his three decades, he has been an Ellis and Associates Lifeguard Instructor, Starfish Instructor Trainer, and continues as an American Red Cross instructor/ instructor Trainer.
Education:
B.A. in Political Science & American History and a Post Bach in Secondary Education from Arizona State University. He continued his education at Western Governors University, where he earned his MSML and MBA.
